Folkeavstemming 16. juli 2017

Foreningen for demokratiske venezuelanere i Oslo (Venezolanos Democráticos en Oslo) har i dag 16. juli 2017 organisert folkeavstemming i Norge. Venezuelanere svarte på tre spørsmål:

1) Avviser du forslaget om en ny grunnlovsgivende folkeforsamling (sk. "constituyente") foreslått av Nicolás Maduro uten forhåndsgodkjenning av det venezuelanske folk?

2) Krever du at militæret og alle offentlige tjenestemenn adlyder og forsvarer grunnloven av 1999, og støtter beslutninger av nasjonalforsamlingen?

3) Godkjenner du videre fornyelse av offentlige myndigheter som fastsatt i grunnloven, samt gjennomføring av frie og gjennomsiktige valg og dannelsen av en nasjonal samlingsregjering for å gjenopprette konstitusjonell orden?

Valget ble avholdt mellom kl. 11 og kl. 16 i fire byer: Oslo, Bergen, Stavanger og Trondheim.
Det ble avgitt til sammen 416 stemmer i hele Norge. 183 i Oslo, 167 i Stavanger, 35 i Bergen og 31 i Trondheim. Foruten én i Oslo som svarte nei på det første spørsmålet, og én i Stavanger som svarte nei på alle tre spørsmål, ble samtlige spørsmål besvart med "ja" av de som avga stemmer.

Venezuelanere verden rundt har samlet seg for å utøve sin stemmerett. Aldri i Venezuelas historie har man sett så mange venezuelanere i kø for å stemme i utlandet. I Venezuela, hvor også Chavistaer har gått ut for å stemme i opposisjonens kø, er det rapportert om massivt fremmøte ved de ca 14.300 stemmestedene. Så langt har det vært rapportert om svært få hendelser under valggjennomføringen i Venezuela, slik mange har fryktet.

Declaration against the Consolidation of Venezuelan dictatorship (Engelsk)

On 30^th of July, the Venezuelan authoritarian government intends to put in place a “Constituent Assembly” to wipe-out the country’s constitution through a fraudulent  and unconstitutional process. The only purpose of this is to consolidate dictatorship and remain in power indefinitely following the Cuban model.   

Venezuelans abroad are calling all democratic nations of the world to recognize the importance of this moment by urging the Venezuelan government to put aside its plans to create a new constitution and instead adhere to the rule of law and to the country’s current (1999) Constitution.

Venezuela’s current Constitution clearly provides that only the Venezuelan people themselves have the authority to call a new Constituent Assembly (Art 347). Maduro government has claimed this authority for itself, refusing to seek the prior consent of the people.

Maduro’s move to rewrite the constitution is a clear attempt by an unpopular government to remain in power in a context in which they know that they cannot win fair elections. In 2016, the Maduro government thwarted a presidential recall referendum and indefinitely postponed scheduled regional elections. Now, in the case of the Constituent Assembly, the government has created rules for selecting Assembly delegates to favor its supporters: under the procedures proposed by the government, its candidates could take the majority of the seats by winning less than 30 percent of the vote. Venezuelans agree that this is unconstitutional reason why other political parties will not participate. This means that if the process goes forward, the basic rules of the country will be rewritten by just one political force. Furthermore, the Constituent Assembly will have “powers of origin” that supersede all other constituted powers. Venezuelan government officials have already suggested the Constituent Assembly will use that power to permanently dissolve the current National Assembly and to get rid of any other power-check institutions or mechanisms. The country’s Attorney General – a former government supporter- has clearly stated that the proposal is unconstitutional.

This is not a political or ideological debate. This is about freedom, democracy and peace. 

This is a time for urgent action by the International Community. By speaking up against the call for a Constituent Assembly and in favor of peaceful resolution, democratic and law-abiding countries have an opportunity to meaningfully defend democracy in the world and express solidarity with the people of Venezuela.
